Probable Cause

Probable Cause is justified and reasonable evidence that a person has been committing crimes and/or participating in illegal activities.

Probable Cause gives officers permission to restrain then search the suspect and search any vehicles they have keys for (whether they are the primary owner or not.)

If you do NOT have probable cause, you need the civilian's consent before you can search them and/or their vehicles.

What gives Probable Cause:

  1. Seeing a person or vehicle in an Illegal Area.
  2. Seeing a suspect that is on the wanted list with a bounty of $2,500 or more.
  3. Grand Theft and Attempted Auto Theft charges
  4. A civilian carrying an illegal firearm or driving an illegal vehicle.
  5. Suspect evading arrest.
  6. Witnessing a civilian self-incriminate (admission to possessing contraband, committing a crime, etc.).
  7. Seeing an RV emitting smoke.
  8. Seeing a person purposely off-road and attempt to drive around manned APD checkpoints (doing a 180° turn to avoid a checkpoint is not probable cause).
  9. Someone currently in the process of committing Grand Theft or has committed Grand Theft but has no charges.
  10. Any individual found inside the Federal Reserve.
  11. Off-roading (you are only granted probable cause if they do not give a role play reason as to why they are off-roading).
  12. A civilian who enters a police headquarters of their own free will.

What does NOT give Probable Cause:

  1. Seeing a vehicle on a highway or NEAR an illegal area.
  2. Seeing an RV NOT emitting Smoke
  3. Being told by a civilian that someone else is doing something illegal.
  4. Seeing a civilian across the street from the drug dealer.
  5. Knowing that a civilian has committed crimes in the past.

Grey Areas:

  1. The lists above are not exhaustive and you may run into grey areas. Grey areas must be approached with legitimate role-play.
  2. If you are unsure if you have probable cause, ask a senior officer. If one is unavailable, assume you don’t have probable cause.
  3. Remember: it is always better for one criminal to get away than for officers to overstep their bounds and violate the rights of the citizens of Altis.

Witness Types

Direct Witness

If you witness anything that gives probable cause.

Eye Witness

If a civilian provides intel about a crime, it is difficult to determine the legitimacy of such a claim and does not automatically give probable cause. Therefore, gather as much evidence as possible and move forward.

Relayed Witness

A relayed witness is another officer giving you their first-hand information on a situation. Proceed with Direct Witness at this point.

Cadets

Cadets must always be with an officer of a higher rank. They may not process without a higher officer present and actively paying attention to the situation.

They must put the name of their Constable in parentheses after their name. This is to prevent confusion about who a cadet is patrolling with. Ex. K87kVqS

Illegal Areas

You have probable cause to search any civilian and their vehicle(s) when they have been found or seen within an illegal area. Officers may only patrol illegal areas once every 20 minutes if no suspicious activity is observed that requires their attention.

Officers are allowed to return to illegal areas before the 20 minute timer is up under the following circumstances:

  1. If a 911 text is sent within the illegal area.
  2. If a fugitive pings from inside of the illegal area.
  3. If a vehicle with a tracker enters the illegal area.
  4. If nearby traffic enters the illegal area.
  5. Active visual pursuit into the illegal area.
  6. If an officer needs to update a warrant or APB.
  • Do not remain more than 2 minutes in an illegal area unless an incident occurs which requires you to remain longer.
  • Undercover officers are allowed to remain in illegal areas for longer than 2 minutes to fake collecting and processing. They should only remain within the area for roughly the same amount of time that a normal civilian would need to use the area.
  • Undercover officers are not required to initiate in illegal areas/red zones.
  • Officers have a 1 Life Rule when Patrolling Illegal Gathering Fields and Illegal Processors.
    • Officers Cannot Return to the fight if killed in these zones unless revived.
    • If all Officers in the Illegal zone are killed. Requested backup may still arrive and must follow the 1 life rule.
    • If there are 5 or less officers online Officers may disregard the 1 Life Rule above and can return to the illegal area and continue the engagement.

If an officer dies within an illegal area, they may return one more time per engagement.

Illegal Area Ranges

The ranges for the illegal areas can be found in the Illegal Area Ranges here.

Note that a suspect being found inside of a contested gang turf even though this area is red.

Purge Event Zone

Officers may only enter a Purge Event Zone in active visual pursuit.

If officers pursue a suspect into the purge zone they shall only be allowed to obtain that suspect from the zone. No other suspects shall be removed from the zone.

Officers may only actively engage other suspects within the zone to apprehend and remove the suspect they followed into the zone on active visual pursuit.

Officers must ignore any charges that occurred inside the purge zone.

  • Officers are still allowed to charge the suspect with crimes that occurred outside the zone.

Cartels

Officers may only enter an uncontested cartel if tracking a warrant or in active visual pursuit. If a cartel is contested, officers may only enter if in active visual pursuit.

Uncontested Cartel

  1. Active Visual Pursuit
  2. Warrant Tracking

Contested Cartel

  1. Active Visual Pursuit

If an officer has a warrant near or in a contested cartel, officers may set up a perimeter around the area within a minimum of a 1km radius of the cartel to wait for the suspect if they wish.

Cartel Event

  • While a cartel event is active the APD may only enter if in active and visual pursuit
  • Captains are not permitted to raid an active cartel event

Casino/Athira Entertainment Center

The Casino/Entertainment Center will be off limits for on-duty APD officers. However, officers are allowed to go to Casino/Entertainment center with legitimate reason, such as:

  • Active Visual Pursuit
  • Rescue a kidnapped officer

Once officers arrive at the location they may only retrieve the suspects involved. They may not restrain anyone else at the Location, you may only apprehend the suspects involved in the active visual pursuit and the suspects involved in the kidnapping.

Rebel Outpost

Rebel Outposts are restricted areas. Officers are allowed to go to rebel outposts only if they have a legitimate reason to go there, such as:

  1. Active and visual pursuit
  2. Warrant tracking
  3. A Lieutenant+ organizes a rebel raid

If you go to a Rebel Outpost NOT in active and visual pursuit, you are required to have at least one other officer with you.

If you go to a Rebel Outpost NOT in active and visual pursuit, you are not allowed to return to the engagement if you are killed (one life rule.)

Undercover Sergeants/Corporals may go to a rebel outpost if a civilian drives them there or they have an Undercover LT/Captain drive them there.

The rotating aircraft carrier is treated the same as any other rebel outpost.

APB Tracking

APD officers may go ANYWHERE on the map to update the APB with the following stipulations.

  • 1 life rule per Rebel Outpost per APB.
  • 1 life rule per Cartel (regardless of status) per APB with the additional requirements.
    • SGT+ must be in attendance.
    • SGT+ shall mark the map prior to entering with their name and the APB name.
    • 1 simultaneous attempt of all APD Officers tracking the APB.

Vehicle Air Drops

APD Officers discretion to attend.

Standard Red Zone rules apply.

1 minute all clear prior to seizing the vehicle is required with the follow exceptions.

  • If there is no combat when the officer arrives, the vehicle may be seized immediately.

Officers are not allowed to return to the engagement if you are killed (one life rule)

Plane Crash Sites

APD Officer discretion to attend.

  • Standard Red Zone rules apply.
  • 1 minute all clear prior to seizing the crate is required with the following exception.
    • If there is no combat when officers arrive, the crate may be seized immediately.

Rebel Airdrops

APD officers may not freely patrol rebel air drops.

Officers may only enter a rebel air drop area under these circumstances:

  • During Active Visual Pursuit
  • Warrant or APB Tracking

Uranium Field

Uranium Mine and Nuclear Power Plant

Due to lack of funding to the APD, Cadets lack sufficient protective equipment to enter the Uranium Mine and the Nuclear Power Plant.

  • Only Constables+ are allowed to patrol the Uranium Mine and the Nuclear Power Plant.
  • Constables+ who patrol those two areas are to follow normal drug area policies.
  • Constables+ who patrol those two areas must wear protective clothing to enter the areas.
    • Marked Constables+: CBRN suit (Blue) or Diving Suit (without Contact DLC)
    • Undercover Corporals+: CBRN suit (any variant) or Diving Suit (without Contact DLC)

Drug Container Area(Pixie Dust)

Treated the same as any other illegal area.

UFO Crash Site

Sergeant+ may raid

Raids will be conducted as follows:

  • Only Constables+ may attend.
  • All officers must make one simultaneous push. If an officer is not part of the initial push they may not join later.
  • All officers must wear protective clothing.
    • Marked Officers: CBRN Suit (blue) or Diving Suit
    • Undercover Officers: CBRN Suit (any variant) or Diving Suit
  • All officers have one life, if you die you are not able to respawn and come back to the fight. Officers on scene may be revived.
  • If there has been no combat or person(s) in the immediate vicinity of the UFO site from the time of arrival leading up to the 15-minute timer expiring, officers may seize any illegal items immediately.
  • If there has been combat during the waiting time of the 15-minute timer, the situation must be deemed all clear and a 1-minute timer set before seizing anything.
  • After the raid, the Sergeant+ will mark the crash site with their name and time of the raid.
  • Only one raid may occur per crash site.


Outside of a raid, officers may only enter the area if they:

  • Have active pursuit.
  • Have an APB located there.
  • Have a Warrant located there.

Gang Fortress/Boat

  • Gang Fort will be treated as an illegal area when uncontested.
  • While the Gang Fortress can be captured, officers may only enter for:
    • Active and visual pursuit
    • APB Tracking

Bank Delivery Mission and Vehicle

  • Officers have probable cause to stop and search occupants of the Green Camo Bank Hunter
    • Money Laundering $10,000  - Anyone found in possession of Illegal Bank Notes from the Bank Delivery Mission.
    • Officers need to impound the Camo Hunter because its being used illegally.
  • Civilians will be provided an Spar-16 by the bank. Those firearms are Legal even without a Bounty Hunter’s License during this mission.
    • If the civilian uses the supplied spar against officers and does not have a Bounty Hunter License it will be considered illegal. (Spar-16 can only Legally be posses during the legal variant of the mission and as long as they have not used it against the APD)

Marking Illegal Areas

After checking an illegal area, all officers (even Undercover officers) are required to mark the map.

To do this, open your map, switch to Group Channel, double click the area, and type in the current minutes on the hour. Not all of us live in the same time zone, so typing the current hour would be confusing. Therefore, only enter the minutes on your marker.

For example, if it is 1:16 pm, enter 16.

Legal Areas

Officers may patrol legal areas as they see fit. Being in a legal area does not grant officers probable cause.

EarthQuakes

Officers may patrol EarthQuake sites, but must leave all items found at the epicenter alone.

Firearms Factory

Officers can search civilians at any time at the firearms factory for a firearms license. When searching the individuals, the officer must ignore all other illegal material unless they do not have a firearms license or have violated the law. If the individual is not in possession of a firearms license, the made weapons are illegal and to be dealt with as such.

Hunting Grounds

Officers can search civilians at any time at the hunting grounds for dog meat. When searching the individuals, the officer must ignore all other illegal material unless the officer has obtained probable cause through other means.
